<description><![CDATA[This sounds like the same woman who gave a friend of mine a citation for a business sign posted on a street pole in downtown. An antique shop 5 blocks away posted the sign but there was no address on it so the code officer simply wrote a ticket to all the antique shops on the whole street.<br>

<description><![CDATA[Observed some very interesting behavior by a Riverside city Code Enforcement vehicle yesterday afternoon in my North side neighborhood.  I saw the white Ford pickup cruise S-L-O-W-L-Y down the street in one direction, then S-L-O-W-L-Y cruise the street in the other direction.  There are some code violations in my neighborhood, mostly  cars parked on lawns from time to time, but I have seen MUCH worse stuff in any number of other parts of town.  Wonder if the CE officers are under pressure to up the number of citations to bring more revenue in now that the city has hit a rough patch. <title><![CDATA[Plurality vote is a bad idea (City Elections)]]></title>

<description><![CDATA[There are two current councilmembers who are the beneficiaries of our runoff system:  Mike Gardner and Andy Melendrez.  As you may recall, both of these men came in second in the general election, but won in the runoff.  This phenomenon has happened more often in recent elections - Dom Betro came in second behind Paul Fick in the 2003 general election only to prevail in the runoff as well.<br>
<br>
The main reason we should keep the runoff system is because the positions are non-partisan.  Since they are non-partisan, it stands to reason that the representative of that ward should be elected by the majority of the voters in that ward.  If these offices were partisan offices, wherein each party went through a primary process to nominate their candidate, then things could be different.  <br>
<br>
To some extent, the June election has recently become a de facto primary for the opposition candidate (one of the two top candidates is usually the incumbent - I don't recall a case where a runoff was between two non-incumbents when an incumbent was on the first ballot), and this is fine.  If we go to a plurality system, it would require the opposition forces to determine a candidate on their own, because if  there are a number of opposition candidates, it will dilute the anti-incumbent vote among the challengers, and the incumbent would have a significant advantage.<br>
<br>
I have to say that I'm disappointed in Bailey, but am not surprised by Schiavone's and Adams' position on this issue.  I sincerely doubt that Steve Adams has received "hundreds" of complaints about the election process, given his penchant for exaggeration and puffery.  His other comment that it costs too much money is simply not true.  Look at how Gardner defeated Betro with only a fraction of the financial resources.  Yes it does take a lot of time out of the year, but I didn't see a real shortage of candidates in this last cycle (Ward 1 had 4 candidates, Ward 3 had 3 candidates, Wards 5 and 7 had at least 4 each).  <br>
<br>
Complaining about the amount of time is an incumbent complaint.  Challengers know that it is a long haul from the get-go.<br>
<br>
I do hope that when this item is in front of the City Council, that Councilmen Melendrez and Gardner remember that they would not be in the position to make this vote if not for the current runoff system.<br>

Conflict of interest by incumbents<br>

Conflict of interest in Council person acting as Chairperson on Government Affairs Committee in proposed rules changes that may likely benefit him, as the incumbent with an upcoming election in the immediate future in Ward 4, particularly when it appears if there was a runoff election that he would lose, whereas he may have the most votes in the primary among many candidates BUT likely would not win in a runoff.  <br>

Conflict of interest as proposed changes would benefit all incumbents.  A change to a plurality method would appear to benefit Council person as an incumbent as well as all incumbents.  Also this change would serve to benefit the Mayor, as an incumbent with an upcoming election, in my opinion.<br>

This significantly higher population base can and does produce many candidates  due to its greater population that is is nearing 300,000 people need to have a runoff election to narrow down the candidate pool to the likely candidates.<br>

The concern about citizens having time to focus on elections during holidays is ludicrous.  This City is known for scheduling important matters during the day and during holiday periods when citizens are busy with other matters, so the Council's concern about elections at holiday times seems to be reaching to try to find an excuse to change the election rules etc. to favor incumbents.<br>
<br>
Many major items have been decided during a holiday or equivalent period so this is really a pretty bogus reason.<br>
<br>

On page two of the backup <a href="http://aquarius.riversideca.gov/clerkdb/DocView.aspx?id=64951"  rel="nofollow">http://aquarius.riversideca.gov/clerkdb/DocView.aspx?id=64951</a>  there are four options recommended for Conduct of City Council and Mayoral elections.<br>
<br>
<br>
(1)   "Plurality.  Provide that the candidate receiving the highest number of votes cast be declared the winner.  (Requires a voter approved Charger amendment:  See Exhibit 4)"<br>
<br>
Citizen of Riverside's comments:   Just say NO to this option.  This OPTION FAVORS INCUMBENTS AND SHOULD NOT BE CONSIDERED.  The example of this is that Betro would have won the plurality election, but LOST when the candidates were narrowed down and the top two were allowed to runoff.   This is a clear example of how a decision to use this method would serve to benefit incumbents.<br>
<br>
<br>
<br>
(2)  "Move run-off Election dates.  Retain June General Election dates and conduct run-off elections, if needed, within sixty days of regular municipal election.  (Requires a voter-approved Charter Amendment.)"<br>
<br>
Citizen of Riverside's comments:  Just say NO to this option.  This option assures that both elections will be held during the summer months when many citizens are out of town for vacation.  It also benefits incumbents who have their networks in place and have had a long period to generate a war chest and to contact and work with voters.   The longer period of five month delay, allows the challenger to seek contributions, develop a network, walk and meet the public and speak to groups.  <br>
<br>
It seems that the incumbents wish to have all the advantage.  For example the Mayor is already scheduling fund raisers, and a Councilman just elected is scheduling fund raisers so will have years to raise funds and reach out to groups and more.  <br>
<br>
To expect a challenger to come up to an entrenched incumbent and be able to meet with the many groups in areas which have populations ranging around 40,000  is unrealistic.<br>
<br>
Challenger has a mulitfold burden also because todays elections almost demand a website and that takes time to develop as well.  Incumbents have position and issue papers while Challengers have to develop this information.<br>
<br>
Many candidates like to walk the neighborhoods and a two month period does not allow for that, particularly if that individual also holds down a job.<br>
<br>
Also it takes a while for news stories on issues, positions etc to be published and citizens need information about candidates.<br>
<br>
<br>
<br>
(3) "No change.  City Council election dates will remain June or odd-numbered years with run-offs elections, if necessary, in November. The next Mayoral election is scheduled for November 2009 with a run-off, if necessary, in January 2010.  Beginning in 2012, Mayoral elections will be conducted in June and November of Presidential Election years."<br>

Citizen of Riverside's comments, leave election rules etc as they currently stand.<br>

(4) Instant Run-off Voting (IRV)  voters rank candidates in order of preference. (requires a voter-approved Charter amendment.)<br>

Citizen of Riverside's comments, I say NO to instant run-off Voting for many of the same reasons as I provided to option 2 above.  This would favor incumbents.<br>

The Governmental Affairs Committe has previously considered changing the rules to benefit  incumbents. <br>

For example,<br>

During the re-count of the ward 1 and ward7 election, this committee convened an emergency meeting because they were not happy with the way the election was playing out.  They wanted, switch from having elections conducted by the County Registrar of Voters to an outside contractor and switch from having ward only elections to "at large" elections.<br>
<br>
At large elections are those in which a councilman is a ward by a vote of the whole city , and this benefits incumbents for reason given at two above, and in particular because most challengers will not have the resources to send mailers and get the information out to citizens of the whole city.<br>
 <br>
Also use of an outside contractor is not in the best interests of the citizens of the city as it puts the question of independence in question..<br>
<br>
<br>
Please ensure option 3 is assured, as anything else would be a vote against the citizens of Riverside.<br>

American Indians and others from across American and the World have been walking across America on the Longest Walk 2.  Walkers left Alcatraz/San Francisco on July 11, 2008 and will "officially" arrive in Washington D.C. on July 11. <br> 

Walkers walked on two routes, the main route is the South Route led by Dennis Banks, and a North Route. <i>About Bill  A native of Los Angeles, Bill was born in 1952. The son of a Teamster and a teacher, both from the South, he absorbed the lessons of hard work, common sense, and tolerance modeled by his parents. After church, Sunday dinner table conversation always centered around current events, politics in general, and the Democratic Party. Through annual summer visits to east Texas, he learned first-hand the value of tradition, but also the human cost of segregation and poverty. The contrast between middle class Los Angeles and the deep poverty of the rural South left an indelible impression on him and a desire to change the world one student at a time. 
<br>

<br>
A product of public schools, Bill received his BA in Social Science and MA in Education from CSULA. He began teaching elementary school in Hollywood in 1974, and has spent 33 years in education in Southern California, the last eight years serving as president of the Rialto Education Association, an NEA/AFL-CIO affiliate. Bill's particular area of expertise has been working with English language learners, and early in his career, he traveled to Mexico to learn Spanish to better communicate with his students and their parents. 
<br>

<br>
In November 1988, Bill was elected to the Board of Education of the 51,000 student Corona-Norco Unified School District. He has served four terms as president of the Board, representing 250,000 residents of the 44th district, and deals with an annual budget in excess of $400,000,000. 
<br>

<br>
Upon election he immediately set to work to expand choices for students and families. In doing so, he was instrumental in the adoption and/or expansion of AVID (Advancement Via Individual Determination), IB (International Baccalaureate), Dual Immersion (English-Spanish), JROTC (Navy, Air Force), and a host of other options to provide support for students. 
<br>

<br>
Student safety is foremost for Bill. In the wake of a tragic off-campus incident charged with racial overtones, he championed district efforts to develop a comprehension response, including tolerance education, enhanced safety measures, and a comprehensive district plan that values diversity. 
<br>

<br>
Bill demanded an aggressive response from the District to news that toxic vapors were present at a district high school, most likely caused by a contaminated ground water plume. He doggedly pursued remediating despite strong opposition, a fight that continues to this day. He has also worked to create a "green" high school to be uniquely situated in a recovered quarry. 
<br>

<br>
Bill and his wife of 27 years, Beth, have lived in Corona since 1981, and have five children. Their son Adam, a soldier with the 3rd ID, is currently serving a second Iraqi deployment east of Baghdad. Son Jesse served in Baquba with the 1st ID before suffering a near-fatal "heat event," while his wife, Evelyn, is an army convoy driver in Baghdad, also serving a second tour. Sarah is an apprentice electrician, and Zach and Rebekkah are students. 
<br>
On the Issues  Western Riverside County and Orange County have experienced dramatic change and great challenges. Bill Hedrick believes we must confront those challenges directly with equally great ambitions, starting today. Our current congressional leadership locally has failed to balance America's checkbook, as such it is Time for Change!!!

On Education:  As a society, we are confronted with two paths: either we invest more in education for our children and build their academic, social and life skills, or we invest in more prisons to warehouse those children excluded from the American Dream, because they have no employable skills or other means of access. On Health Care I believe access to quality, affordable healthcare is a moral and fiscal imperative."Skyrocketing premiums" have become unaffordable for working families and impose a huge and burgeoning burden on employers. I support the concept of a non-profit, universal health care system that is available for all Americans.

Here are the facts: 47 million Americans lack access to health insurance, and 50 million more are under-insured. In the industrialized world, Americans pay twice as much for health care, yet receive less for their dollar than citizens of less prosperous nations.

Instead, we need to put our resources back into fighting Al-Qaeda and other terrorists who directly threaten our country. On Immigration: I support an immigration plan that will restore our national security and strengthen our economy, and that is enforceable.   Years after 9-11, our borders remain porous. We need to take back control of our borders. I support constructing a physical barrier combined with high-tech, electronic monitoring. At the same time, we must dramatically expand the number of border agents along the Mexican and Canadian borders. <b>I believe these items should be put out for bid.  I have noticed a number of items going to Elite Bobcat and one wonders of other Riverside contractors have equal opportunity for this work.  Someone mentioned one company that had a lot of Riverside's concrete work tied up, don't know if they were referring to Elite Bobcat, but to be fair to Elite Bobcat any such contracts should be bid, and there should be no possibility of one contractor being favored over all others without reasonable basis, such as bids may provide.</b>

<b>How exactly can there be a bid with no rough plans or ideas of what is to be built?  When is the public going to have a say on this?  Seems like this is being rushed as there is insufficient parking downtown and as the Task Force HANDS WERE TIED and they were NOT ALLOWED TO RECOMMEND EXPANSION in other areas of Riverside.  To me it seems like the City STOPPED real discussion of expansion and a world class facility by NOT ALLOWING world class discussions to take place.

What we have is a decision made prior to the task force having any discussion or input.  Whether or not the task force met the outcome would be the same, build in place which is what, I have been told, Brad Hudson/the City wanted as the desired outcome.  So as no other outcomes were allowed by definition, the entire process seems like a farce (no offense intended to task force members who had good suggestions and ideas, but one member told me their hands were tied as to the outcomes or decisions they could make).</b>

<b>More borrowing?  More millions.  Perhaps it is needed, but where is the big picture on the total amounts we have borrowed and the payments we will be making in future years regardless of the category water, power, general fund or redevelopment.  What is the total debt.

<u>On another note the flush toilets in Seattle Airport (I believe) have two ways to flush.  Up for #1 which uses less water, and Down for number 2 which requires more water.   I was told that only the mechanism in the toilet has to be changed  to produce these water savings.  Riverside should consider looking into these devices and costs and making them available to City, Non profit, Schools, and to the public here in Riverside the City and share this technology with the surrounding Cities and Counties.</b></u>

Perhaps some river rock or something.   It seems that we are letting these contracters do the minimum and in future years the City will have to replace the grass, and other inappropriate landscaping that the City allowed these developers to put in at relatively little expenses as compared to the cost of planting drought resistant planting.</b>

<b>Again the City Manager is placing two separate items under a single number which I find is inappropriate.  This has both a speed limit change on a particular street segment, AND AND ORDINANCE CHANGE, WHAT IS CHANGED IS NOT STATED, which is particularly in issue since the general public cannot view the backup because of a problem with the City Comuter system.  Quite convenient again for the City.
<br>

The City Council SHOULD NOT PASS the ORDINANCE and should hold it over to a future meeting, should ensure that the Council Agenda indicates the nature of the ordinance change and that the Citizens of Riverside should have adequate time to review the backup thereto. </b>

<b><u>Corner wheelchair ramps are NOT ADEQUATE.  They are dangerous for citizens confined to wheelchairs, make it more difficult for citizens to get across the street as it takes longer to maneuver and cross the street (the wheelchair person loses momentum while changing directions over and over to make it across the street going down the corner turning to the cross walk gaining momentum crossing then slowing to turn to maneuver to the corner ramp), and puts them at the corner in the street where drivers will not see them till the last minute.  Crosswalks should go directly across the street.  Can't tell due to no backup what the circumstances are at these intersections, but for the record, I make this comment for any and all crosswalks being build here in the City of Riverside.</u></b>

<b>This so called designation, really is robbing people of private property rights and subjecting them to misdemeanors if they don't maintain their property the way the City demands.  
<br>

Residents will essentially be required to do things that don't make sense like keeping those square driveway curb cuts, and they will be strongly discouraged from getting rid of Hollywood Driveways (e.g. two narrow strips instead of a real wide concrete driveway where people may safely step out onto a smooth surface.  
<br>

<br>
Anyone wishing to add to or change their homes very well may have to spend thousands to various types of professionals for documentation needed to have their changes approved.  For example if you want metal rather than wood framed windows, it is very likely you will need to jump through hurdles, days at council meetings and other meetings AND you may or may not be able to install what windows that make sense in this hot weather that is so hard on wood.  It may also be that getting insurance may be an issue due to the more stringent requirements under the historic designation.   For example I believe they want and redos to be done in period materials, which could be extremely expensive at this time.
<br>

<br>
The City has NOT contacted all citizens in this neighborhood with a clear statement of the rights they will be losing in order to get the historic designation "Palm Heights District".   The City could not provide a NUMBER of Citizens living in this district that favor this plan, versus those that do not want it or did not reply.   Who really would reply to a name change to a Historic District?  
<br>

<br>
The City of Riverside is NOT REALLY interested in a DEMOCRATIC PROCESS or VOTE OF THE PEOPLE within this district as to whether we want this change or not.  The City WANTS THIS CHANGE, and those managing this whole process WANT THIS CHANGE.  They do not care one hoot that CITIZENS PRIVATE PROPERTY RIGHTS and the DEMOCRATIC PROCESS ARE being trampled.
<br>

<br>
The City wants the appearance of public participation without any REAL DEMOCRATIC VOTE BY RESIDENTS.  The City wants to be able to FORCE RESIDENTS to make CHANGES in the future to their property regardless of whether those same residents can afford those changes.  The CITY wants to force RESIDENTS of this area to jump through special and VERY VERY expensive hoops in order to make changes, and those changes likely will be very much more expensive then if we were not STUCK with a forced change without a DEMOCRATIC PROCESS AND VOTE BY THE RESIDENTS.
<br>

<br>
I do not expect much from our elected representative Mr. Bailey, City Councilman for Ward 3, as he seems more interested in fancy designations than the rights of private property for the citizens in his Ward 3.  He certainly did not query citizens about the decision behind closed doors/consent calendar regarding the Marcy Branch Library and did not give notice to all residents in the Ward or City about that decision.   Democracy does not seem important to Mr. Bailey so I really do not believe he will protest or speak out for those of us in this area.
<br>

<br>
So I recommend that the City Council VOTES NO on this matter, as it takes away citizens rights to their private property, and as I see it, transfers control of your private property to the City.   But as Riverside is becoming a dictatorship that tells us what they are doing, and denies us our right to a DEMOCRATIC say it is not surprising.
<br>

<br>
A similar type of smoke and mirrors was used to annex areas.  I believe those citizens were denied the right to vote on the matter of annexation as well, under the guise that if too few people replied to the first letter, then they would be automatically annexed.   Well that is a negative type action as it does not ensure all people received that letter or received it timely.  So the City of Riverside seems concerned about getting its way, and does not seem too interested in the Democratic processes that our troups are fighting and dying for overseas.</b>
<br>

3. Public Comment Period - This is the portion of the meeting specifically set aside to invite your comments regarding any items on closed sessions, Redevelopment Agency Consent Calendar, joint Consent items with the City Council, or other matters within the jurisdiction of the Redevelopment Agency - Individual audience participation is limited to 3 minutes and you will be asked to state your name and city of residence.

<b>If you address nothing else during public comments address Brad Hudson's performance evaluation under ITEM 11 on the Consent Calendar.  Interestingly the City Computer system is down as far as looking at the backup, kind of convenient as we cannot see and comment on what is said in the backup to item 11.  Kind of convenient for Brad that we cannot see what is said so we may prepare comments thereon.  He has ONCE AGAIN put his performance evaluation on the consent calendar where we could not have a say.  Don't let him get away with this. <b> Regarding Item 11, I recommend an inadequate score on his evaluation and certainly no raise for the Manager.  
<br>

<br>
The City Manager has ignored facts such as hundreds of signatures related to downtown parking and getting rid of the meters.  Also the City Manager did not take action to protect monies we need from parking meters by recommending to the City Council that ALL parking meter money should be used to fund parking and instead seemed to support that half the parking meter money money be given to the downtown partnership on the suggestion of a consultant, a bad suggestion in my book.   

In my opinion he has ignored or given a deaf ear to citizen comments and complaints and stated things were great when they were not great.   He seems unable to admit that he has made any errors/mistakes or that things have not proceeded as planned, and to me it is a big problem when someone in his position cannot admit that he has made an error and consider a course in the direction of what the Citizens of Riverside would want.  For example he, to my knowledge has never acknowledged that the parking meters have hurt small businesses downtown, and was/is pushing joint expansion of the downtown Library/museum though the public does not want that outcome.  Also the taskforce was hamstrung and not allowed to consider all options for expansion of these two facilities thereby leaving only expansion in place which is what it appears Brad Hudson wants.  I have many concerns and not enough time to state them all here.
<br>
I recommend no raise for Mr. Hudson.  He has down an excellent job at what he was hired to do by the City Council, use eminent domain to get rid of many buildings, but that is not what we the citizens wanted and that is a big problem  in my book.  Also the Kawa Market and home should never have been taken by eminent domain, and I heard myself that those people felt harassed by the City so that is another problem.  

Placement of housing for low income people on Indiana in between the 91 freeway and Indiana Avenue in an area of extremely unhealthy air quality/particulate matter is another problem.  It is almost bigger than the other problems as the City is INTENTIONALLY placing lower income residents what in my opinion is an unhealthly living environment that is likely to cause illnesses and shorten livers.  Brad Hudson, as City Manager should ensure housing projects are placed in suitable areas and he clearly did not do so in this case in my opinion.</b>

The Riverside City Council begins its summer schedule with a meeting taking place this Tuesday on July 8. This week's agenda looks sparse, so the meeting should clock in at under two hours leaving city residents and elected officials with enough time to hit the watering holes and feeding spots.
<br>

Unfortunately, the city's site is down in terms of allowing visitors to access the reports on each agenda item. Instead, people are getting error messages stating that the storage capability has been exceeded. That's been a problem during the weekend on other occasions as well. The consequence being that the city residents can't access any information provided by the city about the items its elected officials will be voting on either individually or collectively. Hopefully, someone at City Hall will notice and this problem will be fixed as quickly as possible.

The city manager is also undergoing a performance evaluation. And don't be surprised if even in these fiscally difficult times, someone gets a raise. After the brilliant handling of the police department's staffing woes, maybe the city government will think he deserves one.

There's also that job opening in Riverside County to worry about, even though Hudson didn't file a job application by the deadline. Did he file a job application for the city manager job either? His strategy is to wait until the people looking to fill the position come to him and it's not a bad one at that.

Many of the failing routes don't attract enough riders because they don't go to the right places or don't offer a timely return trip, said Nick Ventrone, 29, of Temecula. He said many restaurant and retail employees cannot take weekend bus routes because by the time they leave work, there are no buses in service.

"It is impossible for someone working noon to 8 o'clock to use it," Ventrone said. Ventrone, a member of The Transit Coalition, a regional public transportation advocacy group, said Riverside can also improve how it attracts customers.
<br>

Weekend service on the 206 commuter bus from Temecula to Riverside is lagging because few people know about the route and don't realize where it goes, Ventrone said. He added the route could be improved by changing its stops, namely moving its southernmost stop to the Pechanga Casino. Some of the bus system's more popular weekend routes go to specific destinations, such as the weekend 202 route to Oceanside, commonly called the beach bus.

She's got listed as her past endorsements most of the city council including Steve Adams, Andrew Melendrez and former Councilman Ed Adkison along with developers, Mark Rubin and Doug Jacobs and American Medical Response. No definitive word on any competition yet as there's still a ways to go but a couple individuals are thinking about running for this ward's seat next winter.

The Partnership was essentially established some time ago to look out for the economic interests of the downtown Mission Inn Hotel. But it takes dues from businesses in downtown while spending much of what's collected on the pedestrian mall. Yes, the same one that's been ripped up to be put back together again to the tune of about $12 million.

Some businesses on Market Street who paid into the coffers of the DNP were told at the time they would see some of the benefits in their areas but what they saw instead was the DNP leadership speak in favor of the seizure of their businesses through eminent domain. but even some of the surviving businesses are having their doubts. <description><![CDATA[FBM:  I read your material from time to time and find it helpful in better understanding what is going on in Riverside.<br>

Your recent comments about police causes me to send you a note, becasuse I fear that you're being played.<br>
<br>
If the City gives the Police money for managers to oversee cops on the beat, but the police choose to spend it on other things or other programs, shouldn't they be held accountable?<br>
<br>
I've met the Police Chief, and he seems like a nice enough guy.  Perhaps he's being played a bit here too.  I wouldn;t put it past some of his own senior guys to tell the chief that there's not enough money to fill the positions that Lockyear required.  The real question is what are all of those managers doing that could be more importnat than supervising young cops in our community?<br>
<br>
Maybe its time to dig into City records to find out what is being spent on this department and how this department is spending it.  Something tells me that there is more to this story.<br>

The fact that some people have a one dimensional mind in that only Mexicans come here and cannot speak English, or for that matter, or refuse to go outside their sphere of influence and engage only in Spanish makes me sick.  I have met various folks from many parts of the world that do not speak English and are in the U.S. beyond their original stay (read: illegally here).  I have applied for jobs with the INS and spoken to present day active border patrol agents about the racial or country of origin makeup of recent detainees.  To my surprise, certain groups that get deported from the U.S. do not get mentioned in the press (read Asians, Arabs and Russians who were apprehended due to their illegal activities and earned a free ticket back home after serving their sentences here.)  <br>
<br>
To assume that only Spanish speaking Mexicans are here illegally is about as logical as trying to teach a pig to fly.   There are many people in this country illegally but they are not mentioned because the media has an ethnophobia against Mexicans.  Despite the fact that a treaty was signed with Mexico back in the 1840's and that White Americans engaged in an act of Treason at the Alamo, I say to you, Mexicans are not the only illegal residents in this country.<br>
<br>
So be grown ups about it and ask the federal government to check on everyone who is here illegally to leave, not just Mexicans whom some you will find have a legal right to be here.<br>

Don't hate Riverside Main Library because it isn't the Carnegie<br>

The Old Riverside Foundation and the Riverside Historical Society recently collaborated to produce a list of Riverside's most endangered buildings (<a href="http://www.riversidehis"  rel="nofollow">http://www.riversidehis</a> toricalsociety.org/REBFlier.pdf). <br>
<br>
Included on that list is the Riverside Main Library building downtown. Kathy Allavie's recent op-ed is a fine example of why the building was included ("Downtown library: a boxy monstrosity," June 20). <br>
<br>
Lifelong residents of an area are sometimes the most shortsighted when it comes to what is historic and what is not. It is hard to appreciate those things we see every day. <br>
<br>
It is even harder to appreciate those things that were new when we were young. ("Why preserve that old department store building? It isn't anything special!") <br>
<br>
Old and Ugly? <br>
<br>
But while Allavie says the downtown library isn't worth saving, she proudly proclaims the fact that she lives in an 1891 house in Riverside. That same house was considered old, outdated and ugly in the future-obsessed 1950s. Should her house have received the same treatment she advocates for the library? <br>
<br>
No, and we are glad it was not torn down. <br>
<br>
Allavie mentioned showing photos of the late, lamented Carnegie Library to friends and how they mourned its demise. While its demolition was a dark day in Riverside's architectural history, it is time to allow the current library building out from the Carnegie Library's shadow. Forty plus years is long enough to mourn the Carnegie. <br>
<br>
The downtown library was a product of its time when it was built in 1965. Just like many of our most treasured buildings, a local architect designed it. Bolton Moise gave Riverside a library in the then-cutting-edge New Formalism style. <br>
<br>
Typical of that style are the concrete screens on the facade. Moise took those screens one step further and created them out of stylized doves, a symbol of peace for a library built after World War II. <br>
<br>
The library is similar to many libraries built in the middle of the last century in that it has few windows. This was probably considered a practical feature at the time, because more wall space could be devoted to shelves for books. <br>
<br>
Simply Practical <br>
<br>
Also, windows let in sunlight, which would damage the materials, and heat, which would make the library harder to cool during our brutal summers. <br>
<br>
Now we have dual-paned windows and films that filter out damaging UV rays. But those things didn't exist when our library was built. Again, it is a product of its time. <br>
<br>
The Carnegie Library, for all its beauty, was torn down because the attitude of the time was much like Allavie's is today -- the building was considered old, ugly and not worthy of preservation. Maybe if the citizens of this city had had more foresight, it could have been adapted and expanded to meet the needs of mid-century Riverside. <br>
<br>
Maybe our current library has outlived its usefulness and like the Carnegie Library needs to go. But to say it needs to go just because it isn't the Carnegie Library or because it reflects the time in which it was built is just shortsighted. <br>
<br>

It wouldn't seem that your poll if you want to call it that is anything more than two people talking back and forth or one person masquerading as two different people complaining back and forth. That doesn't exactly demonstrate a consensus on this site now does it? You might want to create a couple more puppet visitors, then you'll have a truly scientific poll on whether or not another polling process is spam or not.  And even if you don't, you'll still have more than enough to provide a Punch 'n Judy show. <br>

In the meantime, keep yapping. This is kind of funny to watch on such a hot day! And unlike going to movie theaters or regular puppet shows, it's free entertainment.  ]]></description>

<p><span style="color:#990000;">Eminent Domain Abuse</span>

<p>Eminent domain is the taking of private property by government. Until relatively recently, it was only used for essential public purposes such as the construction of roads, schools and other public facilities. However, under the doctrine of “redevelopment”, eminent domain has been used by government agencies to seize private property such as businesses, farmland and even homes and resell that property to private developers, often for less than the redevelopment agency paid to acquire it. In 2005 redevelopment advocates received an unfortunate boost when the US Supreme Court upheld the Kelo decision by a 5-4 margin.

<p>In recent years many businesses, apartments and even homes in Riverside have been taken by eminent domain or the threat of eminent domain and the properties subsequently sold for redevelopment, mostly to development companies located outside of Riverside. In Riverside, the properties targeted by eminent domain have been disproportionately owned or occupied by lower income residents, immigrants and people of color. The developers who buy the seized properties are often major contributors to the campaign funds of the very Council members who vote to condemn private property and who choose which developer may buy it. This is an obvious conflict of interest for elected officials and may even lead to systemic corruption.

<p>In the fall of 2005 a Riverside citizens group attempted to qualify an initiative to allow the people of Riverside an opportunity to vote to place reasonable limits on the city’s power to u
